Notes on the Council Meeting held June 10th, 2025 – The meeting was called to order at 19h30 chaired by Councillor Brigitte Chartrand.
These notes are an overview. The meeting and agenda, in its entirety, can be found on the Town website.

Questions from the public (for issues not on the agenda)
There were no questions; however, Gillian Bennett of 37 Magnolia expressed her thanks to everyone involved that the bylaw revision process was complete.
SPVM Report
Commandant Goyette presented his report for the police activities over the past two months. There was one theft of tools from a vehicle. Seven traffic-control operations were done on the Baie-D’Urfé territory. Statistically, there has been an 82 percent increase in speeding tickets issued during 2024 as opposed to those issued in 2023. There are presently four cadets and two police officers on bicycles patrolling our town. The officers went on a 12-kilometre ride with students from École Joseph-Henrico to explain the rules of the road as applied to bicycles. Councillors’ Reports
Councillor Chartrand thanked everyone involved in the bylaw reform process and, particularly, those attending the public consultation on May 31st. She also reminded us that, while aware that the passion exhibited represented the strong feelings of residents for this town, respect must be shown for all involved. Her remarks may be reviewed on the recording of the webcast. She also attended the West Island Chamber of Commerce gala at which Pericam Group (one of the companies in our industrial sector) won a prize in the category of Fabrication and Manufacturing.
Councillor Brown presented the report on Rescue Squad activities over the previous month. SBDRS recorded 464 volunteer hours in the period and members participated in AQBRS search and rescue training, certified and re-certified in Red Cross First Responders training, provided first-aid support at the Dorset School cross-country run and the PCHS track meet and hosted the annual breakfast with the Rotary Club of Montreal-Lakeshore for the benefit of a school in Guatemala. The sum of $3,000 was raised in this event. Four new recruits are attending training on a probationary basis. The squad is looking forward to participating in Baie-D’Urfé Days.
Councillor Lowensteyn mentioned the Junior Council games night would be on June 27th in the Red Barn and that they were also presenting an activity for all ages at the Baie-D’Urfé Days barbecue.
Councillor Bissada said that she and the mayor attended a fund-raising event at the Dao En Temple on Victoria on June 8th which doubled as the inauguration of the renovations they have done to the building.
Administration
The resolution to appoint acting mayors was amended to replaced Councillor Gruber with Councillor Brown for the period of July 1st through October 31st, 2025
Regrets of the current council were offered to Mr. Brian Manning for the 2017 resolution asking the Commission Municipale du Québec to investigate him for wrongdoing. The CMQ found that the complaint was vexatious and unfounded and that they would not proceed with the investigation. In the interest of clarity, the letter from the CMQ will be made public. Councillor Thompson stated that he felt an apology from the Town to Mr. Manning should have been included in this resolution.
Finance
May’s list of expenses totalled $11,562,315.38, taxes included. The highlights of the 2024 Financial Report and the Auditor’s Report are included in the June 2025 issue of the News&Views and distributed throughout the Town.
Parks, Recreation and Environment
Authorisation was given for a fund-raising “car wash” event to be held on June 21st at the Plaza Baie-D’Urfé on behalf of the FU11 soccer team. A contract in the amount $19,543.45, taxes included, was awarded to Jardins Buzz for the plans for the establishment of a bio-diversity corridor on the Town property between Westchester Drive and Cornwall Drive.
Public Works and Town Infrastructures
Contracts were awarded (a) in the amount of $94,854.38, taxes included, for professional services for the preparation of tender document and supervision of the development of the public transport stops in the industrial sector, (b) to Transports J.R. Cyr & Fils in the amount of $224,005.29 for the relocation of the storm-water outfall in Wilson Place.
Town Planning
The minutes of the public consultation held May 31st on the urban planning bylaws revision process were tabled.
Citizen Services and Community Affairs
Excellence Support Program contributions in the amount of $200 each were made to Jasmine Cyr (All-Star cheerleading), Sophia Cyr (All-Start cheerleading x2), Zi Han Peng (elite badminton x2), Rachel Rubin (curling), Evandra Zlobec (artistic gymnastics) for a total of $1,400. Shakespeare-in-the-Park was awarded a contract in the amount of $3,449.25 to hold an event in Fritz Park on August 15th. A $150 donation was made to the Teresa Dellar Palliative Care Residence in memory of Julie McDowell’s father-in-law, Mr. Rolland Cyr. As the Senneville Day Camp has been cancelled due to lack of enrolment, the Town will subsidise the fees for residents to enrol in the Aire en Fête camp in Ste-Anne de Bellevue.
New Business
A motion was adopted to note that there was no prejudice to residents for the justified absence of Councillor Gruber and there will be no termination of his mandate.
Question Period (for items on the agenda)
- Alexandre Dostie from 9 Lakeview – have the urban-planning bylaws been approved? D-G Bouchard replied that the adoption of these bylaws will be at the special meeting on June 17th.
- Brian Manning, 24 Lakeview – why has the council limiting its actions to solely tabling the letter from the CMQ and not overturn the 2017 resolution? Councillor Lowensteyn explained that the resolution also included the hiring of a legal firm and thus cannot be rescinded.
