Notes on the Council Meeting held July 8th, 2025 – The meeting was called to order at 19h30 chaired by Councillor Tony Brown in the absence of Mayor Ektvedt.

Questions from the public (for issues not on the agenda)
Adrian Popa-Rosu thanked the members of council for the activities organised during the Canada Day event and for extending the pool hours during the heatwave. He also raised a question about the Éco-Prêt for septic system replacements.
DG Mr Bouchard answered: he wished to clarify a point on the Éco-prêt that there is no confirmation at this point that the Eco-prêt will be put forward. Raymond Chabot is doing a study on the financial impact on the town’s finances and then based on the results, Council will decide whether to approve or not.
SPVM Report Commandant Goyette was absent therefore there is no report.
Councillors’ Reports
Councillor Lowensteyn Junior council has organized locations where citizens can bring non-perishable goods, since hunger does not take a break. The locations will be at the pool, tennis club and yacht club.
Councillor Bissada commented on the success of the first Family fair event organized by the PRAC. It was also a first on Canada Day, well attended and enjoyed by all.
Councillor Brown highlighted the events including the 14 June Baie-d’Urfé days, and thanked all who contributed to make it another successful day. A thanks to Betsy Williamson and the citizens association, the volunteers, public works, and Antonella for their support.
Then there was the 1st July for the Fun family fair, and the One Team One Dream event organized by Jim Morrison for cancer research.
Sauvetage Baie-d’Urfé Rescue worked a total of 379 volunteer hours in June including all the events and a search and rescue in Saint-Adele. Four members took the AQBRS training and exams which is mandatory in order to participate in search and rescue efforts. It is a very difficult exam and demanding but gratifying. On the 2nd August there will be the Antique auto show, which first started in 2011 and is still very popular.
Administration
The signing authorities were approved in order to restructure the new Sustainable Development Urban Planning organisation and job descriptions in order to better protect our environment and distinctive quality of life. The signing of letter of agreement with the white-collar union.
Finance
The June expenses were $1,803,214 of which $85K was for the Whiteside Taylor roof to be partially redone, 1,172,000 for the Surrey Drainage project.
Parks, Recreation and Environment
The town is in the process of acquiring the land in Bertold Park and therefore the lease with the MELCCFP will change for the aquatic environment, namely the Yacht Club area.
Public Works and Town Infrastructures
Awarding of the contract for the supply of services for emergency water break repair $40K.
Awarding the contract for resurfacing part of Morgan Road $344,735.
Contingency amount required for the relocation of Place Wilson rainwater outlet: up to $25K (the base amount did not include a contingency amount).
Amendment of the Agreement with the City of Montreal regarding the delegation for the reconstruction of the bike path located on Morgan Boulevard between Clark Graham and the railway line: This is a joint project with cost sharing with Montreal.
Councillor Thompson commented that the cost was huge and not justified. The comparison was made with the $344K for repaving a distance of 600 meters at $520/m whereas this was a 250m project at $836K or 3360/m. He suggested just repaving for $150K.
Councillor Lowensteyn commented that the project was not just repaving but also included lighting and other. [Note: later in the meeting the DG also highlighted that this was not just repaving but the entire structure has to be redone and dug up, and was also used by the firefighters crossing to the IP.]
The vote was held (councillor Thompson voted against, others in favour) adopted by majority.
Awarding of contract to redo the Whiteside Taylor Vestibule, architect costs $13,797.

Question Period (for items on the agenda)
Aria Campbell-Kelly asked about more information on the project of the Morgan bike path reconstruction (it is a dangerous crossing and is there a plan to be seen to better understand this project). Will the new lights be environmentally-friendly?
DG Bouchard: the path is designated in the Agglo Mobility area. It is also used by a large number of employees of the IP that arrive by train. 50% of the costs will be paid by Montreal. It is not a simple resurfacing but the reconstruction of the entire infrastructure and foundation that needs to be redone. It is also the emergency road used for firefighters and other emergency vehicles to the IP. The total also includes all the costs to prepare the project by professional services with an expected cost of around $650K. The design will be done in stages and the contract is not awarded before next year. It was flagged in the PTI for 2026.
